The number of lay voting members your congregation elects depends on the number of baptized members (not voting or confirmed members) in the congregation. Lay voting members should be as evenly divided between female and male as possible.
- All congregations may elect at least two lay voting members of the Synod Assembly.
- Congregations having 750 to 1,249 baptized members may elect a third lay voting member. Thereafter an additional lay voting member may be added for each additional 500 baptized members of the congregation (e.g. at 1,250 members, 1,750 members, etc.).
- All congregations may add one voting member to the number allotted if that additional member is a youth or young adult (under 31 when elected).

Rev. Emmy Kegler
Emmy Kegler is the pastor of Grace Lutheran Church in Northeast Minneapolis (gracenempls.org). the founder and editor of Queer Grace, an encyclopedia of online resources around LGBTQ life and faith (queergrace.com), and a co-leader of the Queer Grace Community, a group of LGBTQ+ Christians in the Twin Cities (queergracecommunity.com). Her first book, One Coin Found: How God’s Love Stretches to the Margins, is the story of her journey with and through Scripture as an openly gay woman called to ordained ministry. She lives in Saint Paul with her wife Michelle and their two dogs and cat.
Savanna is Program Director for ELCA Young Adult Ministries at the ELCA Churchwide Office in Chicago, IL. She has given workshops and presentations around the country to ELCA and ecumenical groups about Young Adult culture and empowerment in the church. She recently spoke at the 2018 ELCA Youth Gathering in Houston, TX. She is passionate about helping young people seek the Divine in themselves and pushing the church to equip, amplify, and respect the voices of young leaders. She loves banana pudding, the Clemson tigers, and memorizing poems.
